The first use is one we have already seen on another card: The Devil. And I cannot describe this feature better than by quoting that COTD: "Removing a Horga'hn. This card is nasty and powerful and it cannot be destroyed by normal means like Kevin or Amanda. Once your opponent gets it and you cannot counter it, you can often concede the game. So here [read: Jamaharon] makes sense. A definite tournament card as you won't see many tourney decks without a Horga'hn." (from issue 78, and yes I am getting lazy :-) )
Second use: Nullify Parallel Romance. That one is a variant on the Love interests. Instead of moving one crewmember, two are stopped. Which helps a lot to get rid of a few personnel before striking with a real Dilemma. But I don't like Dilemma nullifier cards that much, as they too much depend on just one card being played and actually hit. (Even if the card sees use, you still only have about a 50% chance of uncovering it during a winning game and even less when not so fortunate).
Third: Move a single male to Risa if the latter is present. Hmm. For a card I'd want to use on my opponent a few to many conditions. Although I can put Risa on the line if I play Feds, I still need to rely on catching a lone man. At least timing rules allow me a short window to play it if my opponent tries to redshirt, namely the second between beam-down and mission attempt. Playing it on myself is easier as I have total control over how I move my personnel so if the starting location in question has an outpost or an orbiting ship, I can beam personnel around to create "a man alone". And then I can use this card as a Teleporter with a fixed destination. Well, not too strong, though there may be situations in which this might prove handy.
So the real question is: Which of the Horga'hn-killers should I use? I'd rather prefer the two little surprise uses of Jamaharon to the somewhat crappy side uses of the Devil. And Jamaharon is common whereas the Devil is rare. So the first one wins.
