Whoops, as intelligent as Fek'lhr and that really means something for a pig. The idea here is again having a combination of several cards put in just one. You get a personnel card (well, something similar to a personnel card), an equipment (half a Klingon disruptor) and a very specialized reusable variant of Amanda Rogers.

Actually, for evaluating the game effect, the first two functions can be more or less combined into one, as ANIMAL is currently not a classification with any use (this might change when Spot comes out) and so the only value of a Targ besides being a possible Targ-et [pun intended] for random selection deaths or random male runaways is the attribute points it provides and its second function (the Strength enhancer) is geared towards the same goal. So you might actually think of it as a 4/1/11 card (in any decent away team), thus a slightly weaker Fek'lhr you can use without a Holodeck or -projector.

The third function is actually quite interesting as it makes both variants of the Rogue Borg strategy somewhat more problematic. The "play one, stop the away team" is ditched to half efficiency (as you will now need two RB for the same effect) and the "play a big lot and kill everyone" variation suffers twice as both the added Strength and the removed RB will work very much in favor of the ship crew. And that's the point why the Targ is not such a bad card to play. Many people would probably have treasured an event that makes Rogue Borg half as powerful as before. Or an equipment that does this.

So why not make it a personnel card, cumulative, with the additional benefit of some attribute points and the ability to make use of Red Alert and Lower Decks? Hmm. Because nobody will want to play it, will they ? Crazy world.
