some of the best cards are made by combining several cards into one (a little weaker of course). So is this one:
The first and most obvious is to retroactively change a random selection death or running off into an "owner's choice" one. P*ssed off that your Beverly ran off to the farthest planet ? Exchange her with Mot the Barber (thereby effectively changing the Female Love Interest into a Male Love Interest). Angry at losing your Enterprise to a Ship Seizure ? Transform a Shuttlecraft into a new Enterprise...
But if you only think of this card as a resurrection card, you're missing lots of its potential. It can also be used as a minor Betazoid Gift Box (exchanging a not-so-needed crewmember in play for the one you need JUST NOW!). Or, replace your Static Warp Bubble made useless by your opponent having lost all cards with, say, a Red Alert or a Genetronic Replicator.
The third use is similar but sometimes crucial. It also works as a nice little Teleport. Need two Diplomacy for a Q-Net but have Sarek stuck on the other side ? Exchange him with whatever crewmember you consider expendable.
The drawback of this card: It essentially costs you a turn. (Not an interrupt) And, it costs you a card slot. But nonetheless, having double chances of getting your Red Alert early or getting a crucial crewmember at the right time are not chances to be neglected.
